Summary
Social Welfare Policy: Responding to a Changing World serves to help students understand the context of current social work practice and policy as well as the trends that continue to affect life in the United States for everyone. In this third edition, authors John McNutt and Richard Hoefer maintain the strength of the previous editions while adding a substantial amount of new and updated content from the field.

This book is unique from other social policy texts in three major ways: (1) It uses the global information society as an important point of departure for the analysis of societal trends affecting policy. (2) It devotes considerable attention to the environment as a major social policy issue. (3) It emphasizes doing policy analysis and advocacy as well as learning about policy.

    Key Updates to This Edition:

    • Presents expanded treatment of the information society, including new material on the sharing economy and the growth of robotics and artificial intelligence and their impact on the labor market.
    • Contains more material on diversity throughout.
    • Focuses on the immigration and the international mobility of workers, along with a treatment of the refugee crisis.
Written in a warm style directly to students, this book is an ideal resource for social policy courses in social work departments at either the BSW or MSW level.

John G. McNutt is Professor Emeritus in the Biden School of Public Policy and Administration at the University of Delaware and studies online social change efforts, data based advocacy, nonprofit technology and social policy.
Richard (Rick) A. Hoefer is Professor at the School of Social Work, University of Texas at Arlington (UTA). He publishes frequently regarding social work leadership, nonprofit administration, advocacy, social policy, grantwriting, and program evaluation.

    Praise for Previous Editions:

"McNutt and Hoefer's book is a fascinating introductory text for anyone interested in learning about social welfare policy. This book stands out as truly refreshing and engaging, not only because it offers a wonderful forward-looking perspective on the evolution of social welfare policy and its relationship with social policy and public policy more broadly, but also because of its strong emphasis on actually doing policy analysis and advocacy. A must read for aspiring and experienced social workers, nonprofit leaders, and public managers."
    Chao Guo, University of Pennsylvania

"McNutt and Hoefer's social welfare policy text should readily engage our students in learning and appreciating the relevance of policy to the practice of social work. The book grounds analysis of social welfare policy within contemporary forces driving change in the US and the world. It is truly unique among social welfare texts in its systematic integration of content on the information revolution, pressing environmental crises, and globalization across social welfare policy topic areas. The present and future are not afterthoughts in this book."
Pamela C. Twiss, California University of Pennsylvania
